Pennsylvania's No-Tribal-Gaming Structure
Pennsylvania is the only major East Coast casino state with no tribal gaming. All 12 licensed casinos are commercial properties regulated by the Pennsylvania Gaming Control Board under the Race Horse Development and Gaming Act (2004). This gives the Pennsylvania casino entertainment market a different character from New York, Connecticut, or the Southeast states where tribal sovereignty creates distinctive governance and compact structures.
